Emergencies such as famine, war, or natural disasters attract enormous but fleeting public attention. Relief is necessary to save lives, and when such emergencies occur we work to support agencies dedicated to that purpose.

But chronic poverty is a far more pervasive problem, devastating the lives of billions of people every day. It requires intelligent and long-term solutions. Giving out “relief” when there is no emergency only creates a welfare mindset and makes chronic poverty worse.
